Secretary of State Hillary Clinton is heading to Chile in the wake of a devastating earthquake. It's part of a week-long, five-nation tour of Latin America.

She'll visit the capital city of Santiago Tuesday morning to show U.S. support for disaster recovery operations.

The 8.8 magnitude earthquake hit early Saturday morning. The death toll has climbed to more than 700. Rescuers in Chile are pulling people from the rubble and trying to identify the the dead.

"90 percent of these people died inside their properties and they were not carrying their IDs with them," said Chilean National Emergency Chief, Jose Abumohor.

The ground continues to shake following the powerful 8.8 magnitude earthquake, ripping the pavement, toppling buildings and ruining people's homes.

"There's believed to be many people missing who could be under the rubble," said General Jorge Concha of the Chilean Army.

While officials deal with the country's emergency, looters seize the opportunity to steal.

" We don't have anything. I've got a baby and I don't have any bread or anything," said one woman.

Authorities in concepcion where the quake hit hard, taking control of a supermarket raid, distributing necessities quote "to women only."

"So that they can take them home for their children, so that we avoid more incidents like this one and organize supplies," said one soldier.

Following the earthquake, giant waves pounded Chile's coastal towns, causing residents to flee.

"We ran up to the hill and we were there all night."

"It caught us off guard. We were sleeping. It didn't give us a chance to grab any of our things, not even a blanket."

Chile's president has declared a national state of emergency. She says the country will need all the help it can get from doctors to engineers who can help Chile rebuild.
