Police say the incident happened Sunday afternoon at the Appleton Wal-Mart on E. Calumet St.
Officials say a man was following women and children, and touched the buttocks of a young girl in the store.
A witness followed the suspect to his car and gave the license plate number to authorities.
Police tracked down the car and arrested a 47-year-old man.
