MADISON (AP) - Gov. Jim Doyle wants to let some felons out of prison earlier to
save money.
The budget plan he introduced Tuesday calls for sweeping
changes in Wisconsin prison policy. One is putting inmates on a
fast-track to parole.
Inmates who committed nonviolent felonies such as dealing
drugs could earn a "positive adjustment" day for every two days of
good behavior in prison.
Their time behind bars would be cut by the number of positive
adjustment days they earn, making them eligible for parole that
much sooner.
Inmates who commit violent but lesser felonies would get a
positive adjustment day for every three days of good behavior. More
serious felonies would require 5.7 days of good behavior for every
positive adjustment day.
