In any normal Wisconsin winter, the ice pack wouldn't be a problem this time of the year. But it hasn't been a typical winter. We've only seen one named storm (Angela) so far. How unusual is it for our second named storm to still be waiting in the wings this far into February? FOX 11 Meteorologist Phil DeCastro has the answer.
