1/4 cup fresh lime juice
1/4 cup white wine vinegar
2 to 3 cloves garlic, minced
1 teaspoon chili powder
1 teaspoon cumin

2 teaspoons sugar
1 cup light olive oil or canola oil
1 pound bowtie pasta, cooked al dente, drained and cooled
1 can (14 ounces) black beans, drained and rinsed
1 cup corn
2 cups grape or cherry tomatoes cut in half, or diced seeded tomatoes
1 yellow bell pepper, diced
3 chopped scallions
2 cooked chicken breasts, diced or 1 pound small cooked and peeled shrimp (optional)
1/2 cup chopped cilantro
Whisk or shake together in a jar with a lid the first 8 ingredients to make the dressing. Toss dressing together with remaining ingredients.
Chill for about an hour before serving.
